Phil Sayre, 3644 Glacier Court North, representing the Valley Trails Homeowners
Association said the homeowners voted Judy Fox and Carl Pretzel to be their representatives.

Judith Fox, 3645 Virgin Island Court, commented the community meetings had been very
successful and Valley Trails residents feel they should have someone to represent them on the
Committee. The school children in their area will be heavily impacted by this issue.

Gloria Davis, 2354 Meadowlark Drive, representing the residents of Windsor
development read a letter to Council expressing the concerns of the Windsor development should
the West Las Positas Interchange be eliminated. The answer is not to impact another
neighborhood by making one neighborhood safer.

Mayor Tarver commented that to find a successful solution, all points of view will need
to be considered.

Kenneth Duron, 5270 Hummingbird Road, thanked Council for its excellent choice in
a facilitator (George Homolka) for this program.

Nathan Meeks, 6387 Paseo Santa Maria, representing the Economic Development
Advisory Committee, wanted to focus on the alternatives. He would like the Committee to be
an eleven member Committee. The representatives would be people from the six residential
areas involved, representatives from North Pleasanton, Stoneridge Mall, San Francisco Water
Department, the Economic Development Advisory Committee and the Chamber of Commerce.
Should Council not choose to have eleven representatives he would like to know how the process
is going to work so the Economic Development Advisory Committee would have a chance to
review the ongoing process.

Mr. Pico believed that a nine member Committee with nine alternates would be
sufficient. The flexibility allows the alternates to participate as members. There are three
business positions. He said that Mr. Sullivan' s comments were valid and asked that staff include
these in the report. He mentioned for those who want to be involved that there would be an
opportunity to do so.

Ms. Ayala asked Mr. Homolka how he felt about an eleven member committee versus
a nine member committee.

Mr. Homolka commented the final committee would have eighteen active members. The
Committee will consist of three groups: those most impacted by the construction of the
interchange, a residential group most impacted by not building the interchange, and a group
from businesses. This provides a broad base.

Ms. Michelotti asked what impact the alternates would have on the committee.

5 3/04/97
