golf course impacts the community. He would like to serve on the committee, but does not play
golf and would not qualify under the current criteria.

There were no other speakers on this item.

Mr. Tarver agreed one resident of the area or an at-large member should be appointed.

It was moved by Mr. Tarver, seconded by Ms. Ayala, to establish a seven member
committee with four members based on staff recommendations, one resident of the
immediate area, one member at-large, and one Park and Recreation Commi~ioner.

Ms. Dennis shared the concerns of Mr. Smith, however, the difficulty is finding one
member of the Happy Valley neighborhood who would be seen by the group as representative
of everyone. The meetings will be open to the public and people can express their concerns.
She suggested appointing a Planning Commissioner or other person whose only job is to interact
with the neighborhood and keep it informcol. She felt the committee could have more members
if necessary.

Ms. Michelotti agreed with including a Planning Commissioner on the committee and
encouraged the residents of the area to continue to follow the committee and specific plan
processes to voice their opinions.

Mr. Pico believed that four golf course related professionals were too many. The city
has hired consultants for project management, design, etc. He also wanted an environmentalist
on the committee. He suggested the seven members consist of a Park and Recreation
Commissioner, a Planning Commissioner and five at-large members, which could include
someone with golf course management experience, a golfer, or someone from the neighborhood.

Ms. Ayala indicated that it is unknown who will apply for membership and did not want
to discourage anyone. She felt that when the applications are reviewed, Council can balance the
committee.

Ms. Michelotti said the City is spending a lot of money on experts to help design the golf
course and wanted to make sure the process does not get bogged down. The committee should
include people interested in golf with some expertise and she agreed with adding a Planning
Commissioner and environmentalist.

Ms. Ayala liked having a seven member committee and agreed with adding a Planning
Commissioner.

4 2/04/9?
