Mr. Tarver amended his motion and moved, seconded by Mr. Pico, to adopt <br />Resolution No. 97-07, establishing the Happy Valley Golf Course Committee to consist of <br />a Park and Recreation Commi~ioner to be appointed by that Commition; a Planning <br />Commi~sioner to be appointed by that Commition; three from the golfer community <br />pursuant to the staff report recommendation; one environmentalist; and one citizen at <br />large. <br />The roll call vote was as follows: <br />AYES: Councilmembers- Ayala, Dennis, Michelotti, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6b <br />Approval of Guidelines for Waivers of City Fees for Affordable Housing Projects. (SR97: 12) <br /> <br /> Steven Boojan presented the staff report. <br /> <br /> Mr. Tarver liked the idea of establishing guidelines and inquired if moderate income for <br />sale units are included in the guidelines. <br /> <br /> Mr. Bocian stated they were. <br /> <br /> Mr. Tarvet indicated the guidelines as written were on the right track, but felt the funds <br />should be used for low income units, not moderate income units. <br /> <br /> Mr. Bocian understood the issue and explained that certain projects could include <br />moderate priced units and that would make them better projects. <br /> <br /> Ms. Michelotti asked for an example. <br /> <br /> Mr. Bocian said no such development has yet been approved, but a close example could <br />be the Palomino Place project. Only the in-lieu fees were waived, but not the growth <br />management or other city fees. <br /> <br /> Ms. Michelotti asked if the fees were waived for only the affordable units. <br /> <br /> Mr. Boojan replied that if less than 15% of the units in a project are affordable, then the <br />fees are waived on the affordable units only. If more than 15% of a project includes affordable <br />units, then the fee is waived for all units in the entire project. <br /> <br /> Ms. Michelotti wanted the moderate income pricing and first-time buyers programs used <br />together to allow young couples to buy a house. <br /> <br /> 5 2/04/97 <br /> <br /> <br />
