about reaching too far. She needs further input on how that could be achieved and the financing
and how it affects the Spotorno property.

Ms. Ayala said the motion just gives flexibility; it does not make a commitment.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico
NOES: None
ABSENT: Mayor Tarvet
ABSTAIN: None

Mr. Rasmussen indicated the next item staff was seeking direction on was the density of
one acre versus two. Then staff wanted some priority questions answered and the planning
process addressed.

Mr. Pico did not feel the density issue applied to the golf course and asked why that had
to be determined at this meeting.

Mr. Rasmussen said it does not have to be answered now and does not relate to the golf
course, but it does relate to the specific plan.

Ms. Michelotti preferred that to be discussed in the specific plan.

It was moved by Ms. Michelotti, seconded by Ms. Ayala, that the density issue be
addressed through the specific plan process.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico
NOES: None
ABSENT: Mayor Tarver
ABSTAIN: None

Mr. Rasmussen indicated the next items of decision are the funding sources and uses.

Mr. Pico felt that was covered by the motion to approve 24-34 units. There was
discussion about the bypass road being a country lane, but that was not decided. He thinks
Council has made it clear that as part of the funding source for the golf course and bypass road
that development of 24-34 units be considered, and that the bypass road standards should be
modified to country lane standards.

Mr. Rasmussen believed staff could rely on tonight's discussion to prioritize funding
sources and uses for further review.

23 1/21/97
