Ms. Michelotti referred to the list of funding sources on page 20 of the staff report and <br />believed the funding would be easiest from the golf course properties, but that does not preclude <br />requiring other properties to contribute. <br /> <br /> Mr. Pico said the Spotorno property would pay its fair share. He did not feel <br />comfortable including other properties in the funding at this time. That should be discussed as <br />part of the specific plan. <br /> <br /> Ms. Dennis also referred to making the road a country lane as a funding source because <br />it saves money on the cost of construction. She then indicated numbers 1 and 2 of the funding <br />sources could be used to pay for 1 and 2 of funding uses as set forth in the staff report. Item <br />3 of the sources list could pay for 3 through 6 of the uses list, because that is on-going revenue <br />from the golf course and could contribute on a long-term basis to some of those items. <br /> <br /> Ms. Michelotti asked if staff wanted that direction tonight. <br /> <br /> Ms. Acosta believed staff had enough information to proceed. The only other direction <br />may be to review the planning process beginning on page 21 of the staff report. <br /> <br /> Mr. Rasmussen indicated staff would take direction from this meeting and develop a <br />refined concept plan, have meetings with the neighbors to get their comments, and bring it back <br />to Council for further comment. Based on the refined plan, staff would have a clear direction <br />as to what the alternative is going to look like and at that point, we would invest the money for <br />a specific plan preparation and EIR. <br /> <br /> Ms. Michelotti wanted it clear that if golf revenue becomes available in the future, <br />Council is not making a commitment for use of those funds. <br /> <br /> Ms. Acosta said that is more than ten years in the future. <br /> <br /> Ms. Michelotti stated there is a concern about how to get sewer and water, etc. <br /> <br /> Ms. Acosta said that would be dealt with separately. Right now the plan is what we need <br />direction on. <br /> <br /> Ms. Ayala complimented staff on a job well done. This process has moved along well. <br /> <br />(2) Authorize the City Manager to enter into Consultant Agreements for Project <br />Management Services to Oversee the Happy Valley Municipal Goff Course Project, <br />(SR97:26) <br /> <br /> Roger Higdon presented the staff report. <br /> <br /> 24 1/21/97 <br /> <br /> <br />
