Mr. Pico did not believe anything was being precluded. We want to build the course and <br />in order to ereate that bypass road to take traffic off Happy Valley, we may need to add a few <br />more units to help pay for it. When we get to the specific plan we can talk about other issues. <br /> <br /> Ms. Ayala accepted the amendment. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to (1) direct staff to proceed <br />with the planning of the golf course; (2) include enough single-family home sites - projected <br />to be between 24 and 34 - on the golf course properties to cover the costs of acquiring and <br />developing the golf course and the Bypass Road beyond the revenues anticipated from the <br />proposed bond sale; (3) include the Bypass Road to accommodate future traffic generated <br />by the golf course and by future homes in the nearby area; (4) study the service <br />implications and mitigation measures relative to developing a single-vehicular-access area; <br />and (5) permit temporary vehicular access to the golf course and to nearby areas from the <br />Happy Valley loop until such time as the Bypass Road can be constructed. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Dennis, to (1) direct staff to proceed <br />with the preparation of a specific plan, pre-zoning, annexation, and environmental analysis <br />for the Happy Valley area; and (2) study the potential extension of City sewer and water <br />service, and storm water drainage facilities, with the intention of providing these <br />services/facilities throughout the Happy Valley Area. <br /> <br /> Ms. Michelotti wanted to know how this fits in with other Council priorities. <br /> <br /> Mr. Pico said that can be determined later. <br /> <br />The roll call vote was as followS; <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico <br />NOES: None <br />ABSENT: Mayor Tarvet <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Ayala, seconded by Mr. Pico, to recommend an 18-hole golf <br />course with the flexibility to make it a 27-hole course in the future. <br /> <br /> Ms. Michelotti was not comfortable committing to a 27-hole course, but would accept <br />it as an alternative. She wanted the plan to be reviewed carefully because she was concerned <br /> <br /> 22 1/21/97 <br /> <br /> <br />
