M. Centerprop for a PUD major modification, and to adopt Resolution <br /> No. 97-05, granting design review approval for construction of an approximately 134,143 <br /> sq. ft. four-story office building located on an approximately 5.625-acre site in the <br /> Signature Center Business Park, and adding the four conditions regarding the West Las <br /> Positas interchange as previonsly discussed. <br /> <br /> The roll call vote was a~ fOllOwS; <br /> AYES: Councilmembers - Ayala, Dennis, Michelotti, and Vice Mayor Pico <br /> NOES: None <br /> ABSENT: Mayor Tarver <br /> ABSTAIN: None <br /> <br /> There was a break at 9:17 p.m. <br /> <br /> The meeting reconvened at 9:25 p.m. <br /> <br /> Item 6c <br /> (1) Happy Valley Municipal Golf Course PrOject Discussion and Council Direction. <br /> (SR97:24) <br /> <br /> Wayne Rasmussen presented the staff report and a brief slide show illustrating the area <br /> being considered. <br /> <br /> Ms. Dennis asked about the phasing of construction of the bypass road. Would the <br /> temporary access to the golf course be terminated at the Happy Valley bop once the bypass road <br /> is completed? <br /> <br /> Mr. Rasmussen indicated both proposals would terminate the temporary access once the <br /> bypass is completed. The phasing of the construction of the bypass road would have to be <br /> determined by the specific plan process. Both alternatives suggest that the Happy Valley loop <br /> provide temporary access until the Spotorno property is developed. Beyond that, the basic <br /> assumption is that the cost of extending the bypass road from the City water tank in the North <br /> Sycamore area through the Spotorno property, and then to the northern portion of the golf <br /> course, would be paid for on a pro rata basis by development on the Spotorno property and the <br /> golf course properties. Alternative 3A includes additional development off the bypass road <br /> which would help to pay a pro rata share for constructing the road. The estimate for <br /> constructing the road was approximately $2.1 million two years ago. <br /> <br />' 12 1/21/97 <br /> <br /> <br />
