It appeared to Ms. Dennis that the portion of bypass road through the Spotorno property <br /> to the golf course would be the last to be constructed. She asked if that was still to be <br /> determined by the specific plan study. Would the specific plan determine which development <br /> contributes? <br /> <br /> Mr. Rasmussen indicated the golf course properties and developments in the vicinity that <br /> use the bypass road would pay their fair share, Spotorno would pay his share, and the North <br /> Sycamore Specific Plan area would pay its share of the east/west collector. Staff does not know <br /> from which direction construction of the bypass would commence. <br /> <br /> Mr. Swift believed it was necessary to determine which funds could be used and how <br /> before a decision is made about construction of the bypass road. The golf course cannot carry <br /> the entire burden of building the bypass road. Staff is assuming the road will be built around <br /> 1999. If Council approves the development of the Spotorno property, the golf course <br /> development will only pay approximately $1 million for construction of a portion of the bypass <br /> road. If Council wishes to hasten construction of the bypass road and funding is available, <br /> reimbursement could be obtained from the Spotorno property and the road could be built in <br /> advance of the development. It is anticipated the portion of the road in the North Sycamore <br /> Specific Plan will be built first and either simultaneously or in phases the road will be extended <br /> to the Spotorno property and then down to the golf course. <br /> <br /> Ms. Michelotti said the roadway was not in a designated location in the North Sycamore <br />- Specific Plan. On one of the first golf course drawings, it was shown as coming back into <br /> Alisal. In the current alternatives, the road is shown going around in the bypass. Will there <br /> be plans for the road to connect to the Sycamore/Alisal loop? <br /> <br /> Mr. Swift said that connection is not in the North Sycamore Specific Plan. There is no <br /> connection between the east/west collector and Sycamore/Alisal Street. Staff thinks that is still <br /> open to discussion. By connecting to the Sycamore/Alisal Street to the east/west collector, you <br /> could in the short term carry the golf course traffic from Sycamore and onto the east/west <br /> collector, but only if there is a connection. If the community does not want the connection, then <br /> that will be happen. This will be investigated in conjunction with the specific plan for the south <br /> Pleasanton area. Even if it were connected, it could be separated once the bypass is completed. <br /> All that is to be determined in the specific plan. <br /> <br /> Ms. Michelotti asked how much money has been spent so far on this project? <br /> <br /> Ms. Rossi stated that the original $100,000 allocated for a project manager has not been <br /> spent. In the last two years, approximately $55,000 has been spent for appraisals, the financial <br /> advisor, and consultant for a market feasibility study. <br /> <br /> Mr. Pico requested clarification of the chart on page 17 of the staff report. It appears <br /> that Alternatives 3A and 6A do not reduce traffic on the Happy Valley loop.
