Matt Whitbeck, 5090 Independence Drive, and Andrea Tacxlol, of the Youth
Commission, thanked Council for its consideration.

Mr. Pico felt the Youth Commission had done an excellent job on the Policy, however
he had a few comments. The Vision Statement should be amended to add "maximizing
individual potential and development." The Policy should be amended in the first section. He
felt services and programs should go beyond meeting basic needs. The third bullet referring to
public/private partnership to meet youth needs should be plural (i.e., partnershipS).

Ms. Dennis believed the Vision Statement will evolve as it is reviewed by various
groups. She felt there were many opportunities for young people to become involved in
stimulating and influencing the adults in the community as well as the youth.

Ms. Michelotti appreciated the Council comments, but she felt this was the Vision
Statement authored by the Youth Commission and it should be its language. Council can make
suggestions, but the Statement should be in the Youth Commission's words.

Ms. Bengtson felt that as the Statement and Policy are reviewed, that comments will be
taken into consideration for refining the document before presenting it to Council for final
adoption.

Mr. Tarvet realized it takes a long time to create vision statements and policy documents
and cited other examples. He challenged the Youth Commission to create a method by which
it would know when it had met its goals. He appreciated all the work done so far.

It was moved by Ms. Dennis, seconded by Ms. Michelotti, to accept the concept as
submitted and to direct staff to present the proposed Vision Statement and Youth Policy
to the Park and Recreation Commition, the Human Services Commission and Youth
Collaborative for review and comments and hold a public hearing before the Youth
Commition for public comment prior to returning the item to the City Council.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6c
Recommendation for CRy to Provide an Annual Pleasanton YOUth in Government Day,
(SR97:09)

Dolores Bengtson presented the staff report.

Ms. Michelotti asked if an outline for the program would be presented to Council7

6 1/07/97
