Ms. Michelotti said if the detached unit was a pool house it would only need a rear
setback of five feet, where a livable detached secondary unit is twelve feet.

Mr. Swift said if the units are taller than ten feet, a notice has to be sent to the neighbors
and an administrative hearing would be held. Units of this size are usually accepted by the
neighbors as long as there is privacy.

Ms. Dennis asked if the units would go through a design review process.

Mr. Swift said a secondary unit would go through a conditional use permit process.

Ms. Ayala asked if the number of units sold for Laurel Creek that have detached units
could be determined.

Mr. Swift said yes.

Mr. Pico felt the detached units were too small. His idea for a secondary unit would be
one that is larger and has a separate bedroom.

Ms. Michelotti felt it would be beneficial to know the number of lots already conditioned
for secondary detached units, the number of units including attached units, and the number of
units sold in Laurel Creek Estates that have secondary units.

Ms. Dennis asked the square footage of the attached units.

Mr. Harlan said the square footage is around 300 to 500 square feet.

Ms. Ayala asked if Council was concerned with what the neighbors would think if the
units were larger.

Mr. Pico said no. He felt the units should be about 600 square feet. He would not
support the application.

Mayor Tarver reiterated the concerns. He asked the applicant if he were willing to
continue the item.

Ms. Dennis supported continuing the item. She liked the idea of homeowners having an
option. She felt if the units were larger, there might be a problem with the neighbors.

Ms. Michelotti asked if the lots had been identified that are large enough that can
accommodate the secondary units.

Pleasanton City Council 17 01/05/99
Minutes
