Mr. Harlan said certain models have already been approved for secondary units within <br />the house. He said approximately 15 percent to 30 percent of the lots could be developed to <br />include the secondary unit within the house. He said plan two, a single story house, did not have <br />the option of an attached unit but did have the option for a detached secondary unit. <br /> <br /> Mr. Swift said this application for a detached second unit would apply as a master permit <br />for the project as a whole. The Council could initiate a change that would limit the number of <br />second units by either the initial builder or subsequent builders. If no regulations are adopted, <br />then any number of secondary units would be allowed. <br /> <br /> Mayor Tarver felt secondary units are a way to provide affordable housing, therefore the <br />City should promote their use. However, there is a North Sycamore Specific Plan, which is low <br />density and try not to change the rural natural of the area. He asked if the number of attached <br />units could be changed to detached units. He said the master use permit does not do what he <br />would like it to do. The idea was not to give Greenbriar a greater flexibility in marketing but <br />rather to create an affordable secondary unit that is detached from the house. He could not <br />support the master permit as written because it does not restrict the units to affordable and does <br />not limit the number. <br /> <br /> Mr. Harlan said it was not Greenbriar's intention to blanket the subdivision. He is <br />sensitive to site issues and other issues. He simply provided some numbers but that does not <br />mean those have to be the exact numbers. <br /> <br /> Ms. Ayala had a concern that it is a blanket permit. She suggested continuing the item so <br />exact numbers could be determined. <br /> <br /> Ms. Dennis asked how the secondary units were approved for Laurel Creek? <br /> <br /> Mr. Swift said a blanket permit was approved for the entire development. <br /> <br /> Ms. Michelotti said the models show detached secondary units. At the time of purchase a <br />homeowner can choose to have a detached unit. <br /> <br /> Ms. Dennis asked if there were typical plans for each lot as to where the secondary units <br />would be located. <br /> <br /> Mr. Swift said the permit allows for a secondary units that meet all the requirements <br />listed for a livable detached unit. These units are different from accessory units in regards to <br />size, setbacks and structure.
