Ms. Michelotti said presently a similar option is being offered in the Presley <br /> development. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Mike Harlan, 7901 Stoneridge Drive, Suite 540, said approximately 35 percent of the lots <br /> are physically able to have a secondary unit and he believed about 25 percent, or 40 lots, will <br /> request the option. <br /> <br /> Mayor Tarver asked if he would have a difficulty with a percentage limitation of the <br /> number of lots covered under the master permit. <br /> <br /> Mr. Harlan said he had not planned on a limitation. Because of the difficulty in <br /> designing the site plans he would like some flexibility in the plans. <br /> <br /> Jack Hovingh, 4250 Muirwood Drive, supported the concept. His concern is these units <br /> fulfilling an affordable housing requirement. He would still like the full affordable housing fee <br /> imposed because there is no guarantee that these units will be built. <br /> <br /> Anne Greene, 386 Sycamore Road, said this application is not consistent with the North <br /> Sycamore Specific Plan. It doubles the density and the traffic. She said her rights as a property <br /> owner have not been considered. Her land was annexed to the City of Pleasanton without any <br />-- vote for the elected officials. She believed this is an attempt in the decision process to eliminate <br /> neighborhood input as to the character and safety concerns of the existing residents. She urged <br /> Council to deny this application which puts unfair burdens on existing homeowners. <br /> <br /> Wilona Perry, 5848 San Juan Way, had a hard time understanding that these homes <br /> would be affordable. The price for these homes range from $700,000 to $1,000,000. Are the <br /> secondary units going to be available for rent to families, single people, couples, etc.? What is <br /> the size of the units? She had many concerns about the traffic, water, fire issues and safety. She <br /> felt criteria should be determined regarding these units. She said the land should have been used <br /> to construct a school. <br /> <br /> Kristi May, 5833 San Juan Way, did not understand why the City would allow the <br /> construction of secondary structures on properties that have been clearly designated as low <br /> density. She felt the new homeowners should have to follow the same process as existing <br /> homeowners would have to follow if they wanted to add a secondary unit. She agreed that a <br /> criteria should be set so these units are not used for just anything. <br /> <br /> Betty Moreira, 558 Sycamore Road, said with this development there would be homes in <br /> front and to the side of her property.
