Item 6b
UP-98-19, Greenbriar Sycamore Valley Company
Application for a master conditional use permit to allow a detached second unit option as
part of this development. Zoning for the property is PUD-LDR/A (Planned Unit
Development - Low Density Residential/Agriculture)District. (SR99:05)

Brian Swift presented the staff report.

Mayor Tarver understood there are no other limitations on the number of second units
that can be constructed except the lots that have been specified to exclude second units.

Mr. Swift said that is correct. What is being proposed is a master conditional use so
detached second units can be offered. There can only be one second unit per lot, attached or
detached.

Mayor Tarver asked if there is a limitation on the number of attached additional units?
Mr. Swift said the attached second unit only applies to two models.

Mayor Tarver wanted to know the number of these units.

Mr. Swift said if the City Council did nothing then each individual homeowner that
wished to have a detached secondary unit would need to apply for a conditional use permit with
notice to the immediate neighbors. The number of secondary units is not limited.

Mayor Tarver understood the master permit only dealt with the initial construction of the
area.

Mr. Swift said that is correct.

Mayor Tarver asked if the developer could address the number of secondary units under
the master permit.

Mr. Swift said in prior versions, approximately 10 percent or less would be built. It is
usually listed as a second unit, a bonus room, extra bedroom or a larger garage.

Ms. Michelotti understood the request for additional units was at the request of the City.

Mr. Swift said during the original application process Council directed Greenbriar to look
at adding detached secondary units as a way to increase the availability of affordable housing.

Pleasanton City Council 13 01/05/99
Minutes
