Mr. Swift said there is no such condition. If the property owner chooses to use the <br />structure as a secondary unit then all the rules apply. But there is no condition stating it has to <br />be used as a secondary unit or auxiliary unit. <br /> <br /> Mayor Tarver asked if there was a way to have such a condition. <br /> <br /> Mr. Swift thought not. <br /> <br /> Mr. Pico asked when the building permits would be pulled to start construction of the <br />units and if the infrastructure had to be in place before construction started. <br /> <br /> Mr. Swift said the final map is scheduled for the next Council meeting. He assumed <br />Greenbriar would start to pull building permits within the next two months. He said the <br />construction can not build beyond the foundation of a house without having a water system and <br />road that is accessible by the Fire Department. <br /> <br /> Mr. Pico asked how it would affect the project if taking action was delayed on this <br />application until after the secondary unit ordinance was before Council sometime in March. <br /> <br /> Mr. Swift said it would have no impact on the construction of the units. He reiterated <br />that the secondary units are being offered as a builder option. <br /> <br /> Ms. Michelotti said the project has been reviewed and approved by the Planning <br />Commission. <br /> <br /> Mr. Pico felt part of the reason the secondary unit ordinance was being reviewed was a <br />result of this project. <br /> <br /> Mayor Tarver did not feel that this project was the reason for reviewing the ordinance. <br />He asked if the plot plan was correct. Is the number of secondary units limited? <br /> <br /> Mr. Swift said the plot plan is trying to estimate which models would fit on which lots. <br />He said the number of lots that have secondary units on them could be more or less as shown on <br />the plot plan. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Michael Harlan, Greenbriar, 7901 Stoneridge Drive, Suite 504, reviewed the project. He <br />was asked at the last Council meeting to do an analysis on how many lots could accommodate <br />secondary units. Greenbriar's vision for the secondary units is to try and meet the affordable <br />housing requirement and address Council's concerns.
