Mr. Swift thought at the second Council meeting in March. <br /> <br /> Mr. Pico felt it would be better to wait until the ordinance was reviewed before making a <br />decision about this application. <br /> <br /> Mr. Swift said this application was initiated by City Council and it predated the Planning <br />Commission' s decision to review the secondary unit ordinance. <br /> <br /> Mr. Pico felt by approving this project it would grandfather in secondary units in projects <br />with conditions that might be significantly different from a new ordinance. <br /> <br /> Ms. Michelotti clarified that the lot size in this project was consistent with the <br />Commissions recommendations. <br /> <br /> Mr. Swift said the Planning Commission has recommended approval of the application. <br />The Planning Commission recommended a modification to the ordinance that would restrict <br />second units to R-I-IO,O00 or larger and mandate setback requirements for detached units which <br />are larger than what is before Council tonight. <br /> <br /> Mayor Tarver asked if the Planning Commission decision incorporated Council's <br />direction to staff regarding secondary units. <br /> <br /> Mr. Swift said this project was approved before that direction was given to staff. <br /> <br /> Ms. Michelotti asked if the Planning Commission felt positive about its recommendation. <br /> She understood that these units were being discussed because of the nature of the development, <br />the lot size and the need for providing affordable units. <br /> <br /> Mr. Swift agreed. <br /> <br /> Mr. Dennis understood what the Planning Commission was reviewing would not apply to <br />secondary units of this size. <br /> <br /> Mr. Swift said the Planning Commission is recommending a city-wide ordinance that <br />would limit secondary units to lots zoned R-I-IO,O00 or larger, but would establish different <br />setbacks. That ordinance would apply to existing and new neighborhoods. <br /> <br /> Mayor Tarver asked if there was a condition that stated the city must be notified as to the <br />use of the secondary unit.
