Wilona Perry, 5848 San Juan Way, said her property backs up to the Greenbriar project. <br />She wanted to clarify that there would be no secondary units built on the north side and that no <br />more than twenty units would be built, nine of which will be built on the lots that run along <br />Sycamore Road. <br /> <br /> Mr. Swift said out of 111 lots, twenty-nine could possibly have the secondary units. <br /> <br /> Mayor Tarver said the plot plan shows 33 lots that could accommodate the secondary <br />units, but no more than twenty units would be built. <br /> <br /> Ms. Perry understood the lots along the north fence lines would be exempt. She was <br />concerned about the setbacks. She did not feel these units addressed affordable housing <br />requirements. She said even though the secondary units are being limited to twenty, other <br />property owners could build cabanas in their backyards. <br /> <br /> Mayor Tarver said if the master permit is approved there is a limit of 20 second units. <br />Without the master permit anyone could apply for second units and there is no limit. <br /> <br /> Mr. Swift said a subsequent application would be looked at on its own merit. If the <br />Planning Commission determined there was already a concentration of secondary units in a <br />particular area, it could deny the application. <br /> <br /> Ms. Perry asked if this applied to all secondary units. <br /> <br /> Mr. Swift said a secondary unit less than ten feet tall can be built without a permit. <br /> <br /> Ms. Michelotti clarified the rear setback is five feet and three feet from the side. <br /> <br /> Mr. Swift said the limit applies to the floor area ratio. <br /> <br /> Mayor Tarver said unless there are conditions regarding secondary units, it would be <br />hard to deny future applications. <br /> <br /> Betty Moreira, 558 Sycamore Road, supported the project. <br /> <br /> Ted Robinson, 544 Sycamore Road, wanted to move forward with the project. <br /> <br /> Mr. Harlan said Greenbriar has been working with Ms. Perry to address her concerns. <br />He said the Planning Commission has approved the project.
