Ms. Varela said the referendum is for an 89 home development by the DeSilva Group on
Foothill Drive because of concerns with traffic, schools, and the fact that a developer was
allowed to increase the density.

Mayor Tarver said that has to do with Item 6a, the application to LAFCO for the
annexation of the property. Staff is recommending that Item 6a be continued to the February 16
Council meeting because the ordinance is not yet effective.

Gary Fletcher, 4042 Muirwood Drive, thanked the volunteers participating in the
referendum drive. He said the process is a rewarding experience. He was surprised at the
number of people that were unaware of the development.

Tom Benigno, Citizen Voice, 6546 Cottonwood Drive, Dublin, said the Farmer's Market
Enforcement Agency has only one officer to cover the whole state. He described some of the
violations that have happened in the last year at farmers' markets throughout the state. He said
some City Managers throughout the state are being certified to enforce laws at the farmers
markets. He asked if the City would be willing to get involved to enforce the laws in the City of
Pleasanton.

Mr. Pico asked how an item could be put on the agenda to be discussed.

Ms. Acosta said a letter could be sent from the individual asking the Council to address
certain issues or a Councilmember, under "Matters Initiated", could, with Council support direct
staff to address the issue.

Mayor Tarver asked if Mr. Benigno had written a letter to staff stating specific issues.

Mr. Benigno said he has written two letters to staff and has asked for a copy of the City's
contract with Pacific Coast Farmers Market Association.

Ms. Acosta said the City does not have a specific relationship with the farmers market,
but staff would be happy to look into any of the issues he has brought up tonight.

6. PUBLIC HEARINGS AND OTHER MATTERS

Item 6a
Resolution making application to LAFCO for Annexation No. 145 (Merritt-Foothill Road)
(SR99:31)

This item was continued to the February 16, 1999 Council meeting.

Pleasanton City Council 6 02/02/99
Minutes
