He was unsure as to what the fee is used for. <br /> <br /> Ms. Michelotti asked why he did not start his process sooner, before the original <br />application expired. <br /> <br /> Mr. Thomas said he discovered the permit had expired when the property was going <br />through escrow. <br /> <br /> Ms. Michelotti asked if he was aware of staffs recommendations. <br /> <br /> Mr. Thomas said yes. He agreed with most of the recommendations. <br /> <br /> Vickie Thomas, 27933 Via Ventana, Los Altos Hills, said she would like to move <br />forward with this and asked Cotmcil for its approval. <br /> <br /> Veronica Peratta, 4555 Hopyard Road, Fremont, said she is under contract to purchase <br />the property and had some concerns as a potential owner. She said she is planning on using the <br />building plans that Council had previously approved. Her architect has a concern with the <br />setback line. If the Council does not grant the right to go into the easement area, the area left for <br />the building site becomes difficult to work with. It forces the building to be tweaked and leaves <br />the owner with no back yard. She would like to have the setback go from the hammerhead <br />turnaround. The other concern she had was the length of time for the approval. She might not be <br />able to construct the home for two to three years and does not want to have to go through this <br />process again. <br /> <br /> Ms. Michelotti asked if she was starting her drawings from scratch. <br /> <br /> Ms. Peratta said she was going to try and use the same blueprints as previously approved <br />with a few modifications. The critical issue is where the setback line will be. If there is a 25- <br />foot setback around the whole perimeter and the lot is unusual, the house could end up being a <br />long skinny house. The house is going to be at the end of the hammerhead mmarotmd. The <br />property owner of lot four would be responsible for maintaining the triangular piece of land. She <br />felt it would be nice to incorporate all the issues into one design that makes sense. <br /> <br /> Neil Nelson, 8088 Bethel Lane, said the concern he had is the West Foothill Overlay <br />District strategy for houses being low profile and looking natural. There was an error made on <br />the construction drawings for Mr. Thomas's project. The plans show no cut or fill at the comer <br />of the hammerhead ramaround. At the same time the plans show a 445-foot elevation. He used <br />these figures when he submitted his plans to the City.
