Mr. Thomas said the retaining wall was built at the request of Mr. Ricci. The <br />improvement drawings approved by the City did not show a retaining wall. During the process <br />of grading and building the road, Mr. Ricci requested a retaining wall, because he did not like the <br />way the road was going to look. All the revisions were approved in field discussions. <br /> <br /> Ms. Michelotti asked if the 1992 drawing was the plan for Mr. Hempy's house. <br /> <br /> Mr. Swift said yes. <br /> <br /> Ms. Michelotti asked if the setback was then taken from the adjusted lot line. <br /> <br /> Mr. Swift said it would have been. <br /> <br /> Ms. Michelotti asked if the lot line adjustment then would be on the other side of the <br />hammerhead tumaround. <br /> <br /> Mr. Swirl said yes. The plan was originally approved as part of a planned unit <br />development that included Mr. Thomas's properties and the Ku property to the south. The Ku <br />property was subdivided and sold to two new property owners and is not part of the planned unit <br />development plan. City staff has worked overtime to try and modify the plans to accommodate <br />the existing property owners. <br /> <br /> Ms. Ayala asked about the damage on Bethel Lane. <br /> <br /> Mr. Thomas said an engineering evaluation has been done. He has forwarded the <br />recommendations to the City along with an agreement to accomplish the repairs. <br /> <br /> Ms. Ayala asked if it had anything to do with fill. <br /> <br /> Mr. Thomas said no, the road is not built on fill. The cracking was not due to <br />compaction. The asphalt did not completely cure, in some places the gravel base was too thin, <br />and there was moisture in the soil underneath. <br /> <br /> Ms. Ayala understood that in some areas the gravel base was only four inches and not six <br />inches. <br /> <br /> Mr. Thomas said in the area where the cracking occurred there were two cuts made to <br />evaluate the road. The recommendation is to make the gravel base eight inches thick and put in <br />moisture barriers. He intends to do this, he just did not know when. He requested that the City <br />reimburse him the $2000 application fee for this planned unit development plan since it had <br />already been paid previously.
