Mr. Cordtz understood that the City is paid a fee from satellite wagering revenues in the
amount of $175,000. He asked if this money went into the general fund or is it earmarked for
the Fairgrounds.

Ms. Acosta believed State legislation preempts cities from charging business license fees
to Fairgrounds operations. In lieu of this, a percentage of the offtrack betting revenues are paid
to the City. This money is put into the general fund which pays for general services. The
money is not specifically earmarked for the Fairgrounds.

Mr. Cordtz wanted to know if the buildings could be brought up to City code so when
the fire personnel responded to a fire they would not be subjected to a dangerous situation.

Ms. Acosta said the Fire Chief is aware of the situation. She mentioned again she is
awaiting an answer on enforcement issues from the County.

6. He said the recent antique faire created problems with traffic, noise and parking. He
did not support more events that would allow people to litter the area and destroy the downtown
area. He also felt the residents would not support such events. He said there is not enough
parking for normal business operations. He would like the neighborhoods canvased around the
downtown area that would he impacted by these events.

Ms. Ayala asked if he would support a different evening.

Mr. Cordtz said the time proposed for these events is from 5:30 p.m. to 9:30 p.m. He
believed this time would cause problems for those leaving work at 5:00 p.m. Also there is a
considerable disruption for the residents when the patrons are trying to vacate the area at night.
He felt the Pleasanton Downtown Association should only hold three events per year.

Ms. Ayala asked if he had talked to his neighbors.

Pleasanton City Council 5 6/2/98
Minutes
