q. Report for conceptual approval for "Main Street Party" events sponsored by the
Pleasanton Downtown Association.
This item was moved to be heard as the first item under Public Hearings and
other matters.

The roll call vote was as follows:
AYES: Councilmembers Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: Mayor Tarver on item 4j.
ABSENT: None.
ABSTAIN: Councilmember Pico on item 4j.

5. MEETING OPEN TO THE PUBLIC

The City Council honored the following businesses which have been in operation for over
thirty years and presented each of them with a plaque:

E. Dennis Glafkides, M.D.
'Ken Gooch & Associates (Orion Homes)

The following businesses were honored but were unable 'to attend:

John:'Santos (Pleasanton Ready Mix Concrete)
P~tt Conley (Conley's Tax' Service)

Robe'it Cordtz, 262 West Angela, asked about the sovereignty issue with Alameda County
and he Fairgrounds. He discovered that' the City provides police and fire protection to the
Fairl rounds. He would like to know if the contract for these services is a contract or
mem >randum of understanding with the Fair Association or with the County. He also wanted
to kn~w if the City codes were being enforced. He had a problem with sending the City's police
and ire personnel into buildings or areas that may not be safe.

Ms. Acosta said that the recent agreement with the County over land use protocols set
fortl what planning process would apply for new and existing land uses on the Fairgrounds.
It w~s also agreed about who would be responsible for enforcement. Police services are
provi led because the Fairgrounds are within the city's jurisdiction. During the Fair time there
is sel ~rate contract with the Alameda County Sheriffs Department to help provide services on
the F airgrounds. City fire services are provided if there is a fire while the Fair is in operation.
City code enforcement has been provided for special activities at the Fair and for the buildings
that ~re there. There have been discussions with County personnel regarding whether the
Cour ~ty would routinely provide code enforcement on the Fairgrounds property or whether it
woul :1 be delegated to the City. She is awaiting an answer from the County.

Plea~, anton City Council 4 6/2/98
Mint ktes
