hydraulics still need to be worked out. There has been significant change between the 1985 and <br />1991 water master plan's approach to taking care of the water problems. He knows there is <br />nothing he can do about that now. It bothers him that things change. There were mistakes <br />made in the original process. This agreement is not in the City's best interest. This was a <br />political decision. The City is currently working on an agreement with LAVWMA and he hoped <br />for success. But an agreement should not be made with DSRSD under pressure. He had <br />concerns that the City was paying to provide water to East Dublin. <br /> <br /> Steve Cusenza said the consultant for the 1991 report looked at the water demands in the <br />City of Pleasanton that came from the 1985 report and found that the demands estimated in the <br />Hacienda Business Park area were quite large. At the time the 1991 report was done, the <br />existing development was looked at, as well as the type of industry that was expected, and. the <br />consultant downsized the water demands in the area. The total storage for the entire city went <br />down. <br /> <br /> Mayor Tarver said the 1991 report was based on the 1986 General Plan. Has a report <br />been generated using the 1996 General Plan figures? <br /> <br /> Ms. Michelotti asked if the reservoir would be in the same area if the plan were done <br />separately? <br /> <br /> Mr. Cusenza said the City would build a reservoir adjacent to the existing reservoir <br />because the pipeline and turnouts are there. DSRSD would probably build a separate 3 million <br />gallon reservoir adjacent to the city's reservoir. DSRSD would have to build separate pipelines. <br />There is enough property to build two separate reservoirs. <br /> <br /> Ms. Michelotti asked if there would be two separate water tanks, pipelines, and <br />infrastructure? And, if the city wanted additional capacity, would it not be built at no expense <br />to the City? <br /> <br /> Mr. Cusenza said that is correct. <br /> <br /> Mr. Pico understood that if DSRSD builds a separate water tank and interceptor line then <br />Dublin does not connect to the water system of the City of Pleasanton. <br /> <br /> Mr. Cusenza said the Principles of Agreement and the intent of sharing the reservoir is <br />that the Zone 7 pipeline rum parallel to 1-680 west from Livermore between the two treatment <br />plants and heads south at Pimlico Drive. At Pimlico Drive it was proposed that the City of <br />Pleasanton or DSRSD would have a turnout for the Tassajara Reservoir. It is only at that <br />location and north that it impacts the City's system.
