Ms. Michelotti said the motion is to conceptually approve the traffic calming programs
and review the data after the program is in place for awhile.

Mayor Tarver said the process used was a good process. He felt the model was there
but there is not enough flexibility to the program.

It was moved by Ms. Michelotti, and seconded by Ms. Ayala, to approve the East
Angela Traffic Calming Program estimated to be $3,000 for targeted enforcement and
$1,000 for the speed awareness signs; approve the Mohr-Martin Traffic Calming Plan and
direct staff to proceed with the petition process for installation of the devices at a cost of
approximately $100,000 for the construction and installation and an additional $4,000 for
the neighborhood speed watch program; and approve the citywide traffic calming program
and tool box.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarvet.
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 9:44 p.m.

The meeting reconvened at 9:52 p.m.

Item 6d
Principles of Agreement between the City of Pleasanton and the Dublin San Ramon Services
District (DSRSD) for joint use of the Tassajara Reservoir. (SR98:131

Randall Lum presented the staff report.

Ms. Michelotti asked if DSRSD had approved the Principles of Agreement.

Mr. Lum said it was approved at its last meeting.

Mayor Tarver said at the last joint meeting the Principles of Agreement were discussed
and he had the feeling this was going to be forgotten. He was surprised to learn that
Councilmember Pico and he were divided on how to proceed. He said the City did a
LAVWMA expansion with DSRSD, but that had problems. He had reservations about entering
into another Principles of Agreement with DSRSD. He had concerns about the shared use of
the water tank; and concerns about the overall operational cost of the facility. He felt it was not
time to go in that direction. He needed more information before he could proceed. There is
no real commitment on DSRSD's part to participate unless everything does work out.
