Mr. Cusenza said yes; it is still Zone 7's. <br /> <br /> Mr. Pico said under the existing arrangement to put water into the Tassajara Reservoir, <br />a significant portion of the City of Pleasanton's water supply has to be adjusted, pressures <br />changed and flows manipulated. <br /> <br /> Mr. Cusenza said that is correct. The same type of manipulation is necessary for other <br />reservoirs, depending upon the demand. Tassajara is a challenge because it is higher. Staff is <br />trying to correct this, depending upon what the Principles of Agreement will allow the City to <br />do. <br /> <br /> Mr. Pico felt there was a better isolation of Pleasanton's water system standing on its <br />own than jointly sharing with DSRSD. <br /> <br /> Mr. Cusenza said right now the Principles propose one connection on Tassajara Road. <br />It is true if the City does not connect, the City would have more flexibility and say about how <br />the system is operated. <br /> <br /> Ms. Michelotti understood a meter was going to be installed at the junction to determine <br />where the water goes. She said all the water comes from Zone 7. <br /> <br /> Mr. Pico said the City has a number of wells connected into the existing City water <br />system and a significant portion of the water from these wells could be diverted into the <br />Tassajara Reservoir as well. With an agreement with DSRSD, the water from the wells could <br />potentially be diverted or tapped to go into the reservoirs and transmitted over to the east side <br />of Dublin. If the City connects solely to the Zone 7 system, there is no direct access to <br />Pleasanton water. <br /> <br /> Mr. Cusenza said that is correct. <br /> <br /> Mr. Lum said DSRSD would continue to pay Zone 7's rates for water for whatever <br />amount it received. If it received water from the wells it would still pay the Zone 7 rate and <br />it would be counted in the water allocation. <br /> <br /> Mr. Pico said the issue is not the cost, but local control. He did not want the <br />complication of dealing with another agency. He felt the questions and concerns outweigh the <br />benefits. He said there is still an uncertainty regarding the hydraulic system. He felt there are <br />too many unanswered questions. He said anything approved in terms of a joint project would <br />have to be conditioned upon the future acceptance of the result of a hydraulic study.
