Mr. Pico said this is a demonstration program. It might be determined not to continue <br />the program in the future. He felt a decision needed to be made to proceed with the two <br />demonstration projects, to not require a petition of the neighbors in the Mohr/Manin/Kamp area <br />and to go ahead and install the traffic calming devices. Then at a later date, Council could make <br />a decision as to whether to continue the process in the future. He felt all the decisions did not <br />need to be made tonight, nor was there enough information to make all the decisions. <br /> <br /> Ms. Michelotti agreed that this is a demonstration project and that after this program <br />went forward, Council should come back and evaluate it. She did not agree with going forward <br />without the community buy in. She wanted to go ahead with the survey and have group <br />meetings in the neighborhoods. <br /> <br /> Ms. Dennis felt a lot will be learned with this pilot program. She talked about traffic <br />calming with a lot of residents in the Mohr/Martin area and along Kamp Drive, who do feel it <br />would be a positive program. Of course, when they realized they might have to pay for the <br />devices they thought twice about it. She felt the devices belonged to the neighborhood and the <br />neighbors would appreciate the devices more if they had to help financially. She suggested a <br />random enforcement program so the people do not know when the police officers would be <br />there. She felt the people speed the most when the fewest amount of vehicles are on the road. <br />She said it takes a conscious effort to go the speed limit. <br /> <br /> Ms. Ayala wanted to clarify the f'mancial cost. If three traffic circles are installed at <br />$60,000 it would cost the residents $60. She felt this was a minimal amount to pay. If the <br />residents are not willing to pay $60 then they do not really want it. She was willing to go along <br />with the pilot program because it was already approved. <br /> <br /> Ms. Michelotti said even though the City is paying for it, the funds are really coming out <br />of everyone' s tax dollars. Future development money could be set aside for mitigation measures <br />for traffic calming devices to go into other neighborhoods. She said this is the first step to look <br />at all the impacts. <br /> <br /> Mayor Tarver felt what was being proposed for the East Angela area was not very much. <br />He said $3,000 would not go very far. He was disappointed that the Committee did not come <br />up with more devices that would actually show people the benefits. He was not comfortable <br />approving the citywide traffic calming program. He wanted to conceptually approve it and then <br />bring it back at a later date to discuss in more detail. <br /> <br /> Ms. Michelotti did not have a problem with this. <br /> <br /> Mr. Pico asked if the intention is to approve staff's recommendation one and two and <br />recommendation number three would be addressed at a follow up review. <br /> <br />Pleasanton City Council 17 6/2/98 <br />Minutes <br /> <br /> <br />
