Mr. Nariani said he does not see any landscaping being done. <br /> <br /> Mr. Lum said there is a considerable landscaping on the open slopes. He was willing <br />to show Mr. Nariani these areas on a map. <br /> <br /> Mayor Tarver asked if the cost of the maintenance was normally provided through the <br />Homeowners Associations assessments? <br /> <br /> Mr. Lum said it is typically done as a condition of the subdivision with the developer <br />establishing a landscaping and lighting district. Since Proposition 218 passed, the City is not <br />considering any more landscape and lighting districts. <br /> <br /> Mayor Tarver asked if this district was not assessed, what would the alternative be? <br /> <br /> Mr. Lum said the alternative would be for the homeowners to maintain the areas through <br />its Homeowners Association. Staff met with the Homeowners Associations of Laguna Oaks, <br />Windsor, and Moller Ranch and explained the service that is being provided and the costs. He <br />said the residents in these districts preferred to have the City continue to provide the service. <br />He hoped to meet with Bonde Ranch residents in the near future to explain the program and/or ' <br />alternatives. <br /> <br /> Mayor Tarver asked if there was any documentation regarding homeowners taking over <br />the maintenance and the cost for them to do this. <br /> <br /> Bill Sumerlin, 7902 Paragon Circle, Vice President for Laguna Oaks Homeowners <br />Association, said when staff met with Laguna Oaks residents, it met with the builder who <br />subsequently was in charge of the Homeowners Association. The builder has since been <br />replaced. The new Homeowners Association for Laguna Oaks had a concern with how the <br />maintenance was being done by the City and wanted to discuss doing the maintenance <br />themselves. <br /> <br /> Kam Pang, 4710 Arlene Place, asked what was included in the district? <br /> <br /> Mr. Lum said the assessment for lighting goes towards the costs that are above and <br />beyond the normal street maintenance costs.
