Ms. Dennis said the applicant has not requested the additional square footage if he could
not add the additional units.

Mr. Freed understood he had two options. One was to stay with the original approvals.
The alternative is to provide three units at $200,000 in exchange for the ability to increase the
size on the remaining units, notwithstanding the four units that will not be changed.

Ms. Ayala felt this project was taking cam of a niche in the community that needed to
be filled. She was sorry to see the units going up in price. She would appreciate Kaufman and
Broad giving the City the opportunity to help meet its affordable housing requirement.

Mr. Freed appreciated having the option to look at this and he would get back to Council
in several days.

Them being no further speakers, the public hearing was closed.

It was moved by Mayor Tarver, seconded by Mr. Pico, initiating a change to the
conditions that if the units are increased by 224 square feet, the City would get two
additional units at $200,000; or the project would proceed under the original approval.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver.
NOES: None
ABSENT: None
ABSTAIN: None

Item 6b
1998-99 annual assessments for Landscane and Lighting District 1984-1 (Ponderosa), 1993-1
(Windsor), 1993-2 (Bonde Ranch), 1994-1 (Oak Tree Farm), 1995-1 (Moller Ranch) and
1995-2 (Laguna Oak) (SR98:144)

Randall Lum presented the staff report.

Subhash Nariani, 4624 Mirador Drive, asked about the $396.18 charge for the Bonde
Ranch landscaping and lighting district. He said he only contributes $177 to the School District.
He felt the $386.18 was a high assessment for maintenance of an electric pole and landscaping.

Mr. Lum said the landscaping district has been established to maintain the landscaping
that surrounds the public streets and open spaces. Each year the City hires an outside contractor
to do this maintenance work on behalf of the property owners. The cost is determined through
a low bid process and then divided among all the parcels. The assessment for Bonde Ranch has
been consistent each year since it was established. He said he could show Mr. Nariani a map
and the location of all the areas that are being maintained and how the $386.18 was determined.

Pleasanton City Council 9 6/2/98
Minutes
