Ms. Acosta said The DeSilva Group is very interested in building the bridge and has been <br />in contact with the City about the delay. <br /> <br /> Ms. Dennis said conditions Number 2 and Number 4 have blanks regarding how many <br />units of housing would be built and at which time. She asked what the numbers would be in the <br />blank spots. <br /> <br /> Mr. Swift said staff is expecting Council to fill in the blanks. There are two options <br />Council can choose from. Option No. 1 is no permits would be approved until six months after <br />the School District is awarded the contract to build the school. Option No. 2 allows a limited <br />number (determined by Council) of building permits to be approved and then cease until the <br />school is built. <br /> <br /> Ms. Michelotti understood the construction of the home in the project would not begin <br />until the spring of 2000. <br /> <br /> Mr. Summers said Condition 3 states that the infrastructure and the models would be <br />constructed in 1999. It is estimated it will take four to six months to build the models. There <br />could be twenty homes ready to be occupied by June 2000. The DeSilva Group has agreed to <br />install foundations in the fall of 1999 so that in March 2000 the framing can start. Occupancy <br />would not be until at least four to six months. Therefore there would be no students generated <br />during the school year of 2000. <br /> <br /> Ms. Michelotti said in the year 2000 what is the projected number of permits. <br /> <br /> Mr. Summers said if there are no restrictions, the projected number for 1999 would be <br />ten, with forty in the year 2000. He would like to pull twenty building permits in 1999, build <br />the foundations for fifteen beyond the five models, and then start construction for framing in <br />March 2000. The first-come, first-served growth management provisions allow thirty-five <br />permits per year. He believed realistically there should not be more than thirty units in the year <br />2000. <br /> <br /> Ms. Michelotti understood there would be fifteen units that would start being framed in <br />the spring of 2000 with the possibility of those homes being occupied in the fall of 2000. But <br />the DeSilva Group would have to wait until September to see what is available on the first-come, <br />first-served growth management schedule. <br /> <br /> Mr. Summers believed the ordinance provided that in January 1999 if the building plans <br />are approved, the DeSilva Group would be able to pull permits on a first-come, first-served basis <br />up to thirty-five units in the year.
