Mr. Cordtz asked how the existing school sites would be affected if an agreement is not
reached regarding the San Francisco land.

Ms. Ayala said he needed to bring his questions before the School Board.

Ms. Michelotti understood his concern is what would happen to the school site if the land
stayed in the County. She said there would have to be a school site there.

Mr. Cordtz said the Council could not guarantee that there would be a school site on the
San Francisco property.

Ms. Michelotti said there is a school site in the San Francisco project. The agencies are
in negotiations to finalize the agreement in the very near future.

Mr. Cordtz asked if action on this item could be postponed until an agreement is final
so the situation does not come up that there is no school site. He said the traffic study does not
consider the traffic on Bernal Avenue going to the existing Middle School. The new school site
will also be using Case Avenue/Junipero Avenue for access. Case Avenue and Junipero Avenue
are already at a level of service that is not acceptable. He said the City has not worked with the
Middle School or the Black Avenue/Alisal School in mitigating any of the traffic. He did not
understand why another school would be allowed to have access off an already existing
congested street. He would like to see the approval postponed until the City can get a handle
on the traffic situation. He also felt more problems will be created as the train traffic increases
and the base traffic study has yet to be completed. He asked where the bridge is that the
DeSilva Group promised.

Ms. Ayala said the City is waiting for half of the money from the San Francisco project.
She said once an agreement is reached, the bridge will be one of the first projects completed.

Mr. Cordtz asked the applicant as to when it thought the bridge would be built.

Julie Testa, 6220 Camino Del Lago, said the City cannot afford to approve more projects
until the schools get built. The past and current enrollment and proposed building schedules for
the schools have not served the community. She felt until the City can provide for the already
overcrowded schools, it should not approve any more projects.

Mr. Summers said The Desilva Group made a commitment to build the bridge in 1990
and if it is unable to obtain the land from the County of San Francisco, the City of Pleasanton
could help by condemning the property. In 1991 The DeSilva Group posted a $500,000 bond
to build the bridge. As soon as the property is obtained the bridge will be built. He understood
the target date is to start construction sometime in 1999.

Pleasanton City Council 8 12/01/98
Minutes
