Reza Ghorbani, 3596-B Utah Street, said the rates have been the same for six years. He
felt the rates should be raised because of the competition. He has overhead where the other
companies that operate in Pleasanton do not. He proposed a $6.00 flat rate to make it cost
effective to respond to calls that are only a short distance. He appreciated the Mayor's
comments. He said before there was competition he felt obligated to respond to each and every
call. Now people call around until they get a cab that is willing to pick them up. Usually cabs
do not want to respond to short distances because they cannot make any money. He suggested
a study be done on limiting the number of cab companies. There are limits in other cities.

Ms. Michelotti asked if there was a minimum rate now?

Mr. Ghorbani said there is no minimum rate now.

There being no further speakers, the public hearing was closed.

Ms. Dennis did not see how raising the rate would limit competition.

Mayor Tarver said if there is a marginal company that could not operate on the current
rate it would go out of business. The Council has gotten involved in regulating the taxicab
companieS. Now that there are six companies they want to raise the rates.

Ms. Michelotti asked if the flat rate was a staff recommendation.

Mr. Balch said no, it was a request from two cab companies.

It was moved by Mr. Pico, and seconded by Mayor Tarver, to deny the taxicab rate
increase.
The roll call vote was as follows:
AYES: Councilmembers - Ayala, Dennis, Pico and Mayor Tarver.
NOES: Councilmember Michelotti.
ABSENT: None
ABSTAIN: None

Item 6g
Ordinance and Resolution concerning the North Sycamore Area Development Impact Fee.
(SR98:339)

Mr. Roush presented the staff report.

Mayor Tarvet said there is a note in the staff report that says the draft MOU between
the golf course property owners and the City does not contemplate these costs to be paid by the
core property owners, plus all the residential lot share amounts will be the sole responsibility

Pleasanton City Council 33 12/01/98
Minutes
