There being no further speakers, the public hearing was closed. It was moved by Ms. Dennis, and seconded by Ms. Michelotti, to adopt Resolution No. 98-160, approving a negative declaration for the application of the City of Pleasanton for rezoning, as filed under Case RZ-98-08. The roll call vote was as follows: AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico and Mayor Tarver. NOES: None ABSENT: None ABSTAIN: None It was moved by Ms. Dennis, and seconded by Ms. Michelotti, that Ordinance No. 1771 be introduced, to be read by title only and waiving further reading thereof, approving the application of the City of Pleasanton for rezoning, as filed under Case RZ-98-08. (SR98:234) Jim Balch presented the staff report. Mayor Tarver said the City of Fremont, Dublin and Livermore all have the same rate and are in the process of changing those rates. He suggested letting those cities change the rates and see what the comparative rate is in this area. He said the ordinance was changed to attract more taxi companies and now that there are a lot of taxi companies in Pleasanton they want the rates raised. He could not support the change. Ms. Acosta said regardless of the number of companies, staff felt it was fair to allow pure competition in this arena, but it does have permitting attached and regulations applied: The taxis still need to get a marketable rate because there are not as many fares in the City of Pleasanton as there may be in the bigger cities. Mr. Balch said Section 6.40.200 requires 'the City to look at applications for a raise in the rates. There were two applications submitted. Mayor Tarver declared the public hearing open.
