Item 6e <br />RZ-98-08, City of Pleasanton <br />City initiated rezoning from the R-1-6500 zoning district (Single Family Residential, 6~500 <br />sq.ft. minimnm lot size) to the PUD-MDR (Planned Unit Development - Medium Density <br />Residential) District for property located at 1500~ 1027, and 1015 Rose Avenue. The 15.3 <br />+ \- acre site is comprised of two parcels commonly referred to as Nolan Farms and is <br />generally situated north of Rose Avenue between Rose Lane and Division Street. <br />(SR98:318) <br /> <br /> Mr. Swift presented the staff report. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> Beatrice Nolan, 1027 Rose. Avenue, did not oppose the rezoning to planned unit <br />development. Also there is no five acre park shown on the property in the General Plan issued <br />in 1996. Will this be used by the City to revise the use of land on a fifteen acre parcel? She <br />felt requesting five acres to be a park was too much. There is a creek running along one side <br />of the property and the Fairgrounds on the other side. There are already numerous parks in the <br />area. She looked forward to working with the City. <br /> <br /> Mayor Tarver indicated that he had a speaker card from Lorraine Fischer regarding this <br />item, but she had to leave and left a note. She opposed the rezoning of the property from single <br />family to medium density. <br /> <br /> John Steinbuch, 505 Hopyard Road, #180, said the concern is to protect the property <br />rights of the Nolans. A lot of the rhetoric that has gone on around this planned unit <br />development application including talk about putting a park on the site. The General Plan that <br />was adopted in 1996 shows no park on this property. Another issue is whether Rose Avenue <br />is going to cut through to Valley Avenue. He felt Rose Avenue was going to remain a dead end <br />street. With this new development 40 more units will be added to this street. The General Plan <br />is only two years old and has no discussion of a park. The Nolans do not disagree with the <br />change to the planned unit development zoning; they just oppose the use of five acres for a park. <br /> <br /> Mayor Tarver asked if he has talked to staff about a proposal for the property. <br /> <br /> Mr. Steinbuch said the proponents have had preliminary discussions with staff, but a <br />formal application has not been submitted. <br /> <br /> Ms. Michelotti asked if the recommendation that the density be at the mid-point was <br />acceptable. <br /> <br /> Mr. Steinbuch said that is okay. <br /> <br />Pleasanton City Council 31 12/01/98 <br />Minutes <br /> <br /> <br />
