Ms. Michelotti understood the construction for Lydiksen was in relation to the project.

Mr. Pico said in order for Councilmember Ayala to get what she wanted, we should wait
until after the schools are built to approve the project.

There was a break at 9:57 p.m.

The meeting reconvened at 10:05 p.m.

Ms. Ayala did not feel comfortable with the traffic information on the school condition.
She requested to continue the item to the next Council meeting.

Mr. Swift said it appears that the 1998 model was not used to generate the figures in the
traffic study.

Mayor Tarver said the item would be continued as it relates to the traffic information.
Ms. Acosta said Council might want to include the school issue as well.

Ms. Ayala wanted recommendations regarding conditions for the schools.

Mr. Pico would like to know if this project was going to get approved. He said there
are a number of other projects that are approved that have not been built or are in the process
of being built.

Mayor Tarver said there are 650 units in the process of getting occupancy and being sold.
He understood the issues pending on this application to be the school condition, amenity
package, and traffic.

Ms. Ayala asked if staff could work on a condition that would relate the occupancy of
the school in the southwest quadrant to the building of the project. She did not want the
condition tied to the occupancy of the houses because she did not want the houses to be
purchased and then the people cannot move in.

Ms. Michelotti asked if the objective is to have another school be opened before the last
phase is complete.

Ms. Ayala wanted the project conditioned so in essence the students that are moving into
the houses are able to go to a neighborhood school.

Ms. Michelotti said the School District can accommodate the students and will try to get
them in the nearest school to their neighborhood. She wanted to know what the objective is.
She did not want to set a precedent for the entire City.

Pleasanton City Council 21 11/03/98
Minutes
