Mr. Swift said the City attaches a standard condition that the developer work out an <br />agreement mutually satisfactory between the City and the School District prior to pulling <br />building permits and that is one of the conditions on this project as well. The City does have <br />the ability with its growth management program to determine when this or any other project is <br />built, notwithstanding whether or not the prezoning or development plan is approved. The <br />number of units that is approved can be visited in conjunction with the growth management <br />program. Staff is recommending that this project, being it is smaller than 100 units, be a first <br />come/first served project, where Council allocates the number of units available in 1999, etc. <br />Council can control the number of units built on this project under that scenario. Council also <br />has the ability to condition this project as to when it can start, take out building permits, etc., <br />in conjunction with the construction of new schools. Council could do this during the <br />development plan or during the growth management plan process. <br /> <br /> Ms. Dennis asked how different the figures for the traffic analysis would be from 1996 <br />to 1998. <br /> <br /> Mr. Swift said the traffic study does include the 1998 figures and also includes this <br />project on top of all the other approved projects. What it does not have is the update of the <br />occupancies from 1996 to 1998, nor does it have the slight modifications that were made to the <br />1998 baseline model that has been referred to staff. In terms of the level of service, the <br />intersections that this project would contribute significant traffic to is Foothill/I-580, <br />Stoneridge/I-580, West Las Positas/I-580 and Bernal/I-580. All those intersections (assuming <br />the West Las Positas interchange is built) will operate under these conditions whether the 1996 <br />or 1998 model is being used. The Level of Service at these intersections will change with the <br />addition of the 90 trips generated by this project. If the West Las Positas Interchange is <br />removed, the number of trips at Stoneridge/I-680 will increase significantly and be at an <br />unacceptable level of service. This project will not affect the overall levels of service analysis. <br />The 1998 model had different results from the 1996 model primarily along the 1-580 corridor <br />at Hopyard and Owens, Hacienda, Pimlico, and Santa Rita because of the traffic from Dublin. <br />The Dublin traffic does not affect the 1-680 corridor. <br /> <br /> Mayor Tarver said he has heard that this project has insignificant effect on traffic. But <br />if traffic has to be mitigated to LOS D, it matters. The level of service does not change for this <br />project. Staff was~ directed to come up with solutions to eliminate level of service E. <br /> <br /> Ms. Ayala requested a ten minute recess to discuss conditions with staff. <br /> <br /> Ms. Michelotti understood Councilmember Ayala's request that there be enough school <br />capacity in order for this project to move forward. She did not know how the guarantee would <br />be made.
