proposed. Everyone would like to go to neighborhood schools, but this City is the fourth fastest
growing in the State.

Ms. Dennis asked if the improvements to Lydiksen would result in an increase in the
number of classrooms.

Ms. Michelotti said yes it would.

Ms. Dennis said people just need to realize they might not be able to be accommodated
by neighborhood schools, but overall there is capacity in the School District.

Ms. Ayala wanted to work together to get the elementary school on the San Francisco
site open as soon as possible. She felt this would help with the capacity at Lydiksen. She said
the School District has worked hard to take care of the capacity, but it would not happen until
the new elementary school is built.

Mr. Kernan said there is a timing issue of land acquisition, permit process, buildout of
infrastructure, etc.

Ms. Ayala understood the issues. But unless a condition is added to connect the project
with the opening of the new elementary school, she could not approve the project.

Mr. Kernan said working together would move this project forward.

Ms. Michelotti understood the School District was moving forward with the acquisition
of a school site in the Vineyard Corridor area and that the Hacienda intermediate school site was
moving forward to be completed by the fall of 2000.

Mr. Kernan said that is correct. Also, if there is a way to accelerate the San Francisco
process there is a possibility to partially open an elementary school in the fall of 2000 and fully
open it up in 2001.

Ms. Ayala said even if the Vineyard school were to open first it would not take care of
the capacity problems on the opposite side of town. The San Francisco school site would. That
is why she wanted to condition the project to coincide with the opening of a elementary school
in the southern part of town.

Mayor Tarver said from his point of view he would not approve this project because of
the situation with the schools and there is no traffic study that reflects 1998 data.

Ms. Michelotti understood the State of the City report would address the school capacity.
Every single project is conditioned that it must pay the School Impact Fee before it can pull
permits.

Pleasanton City Council 19 11/03/98
Minutes
