Ms. Ayala shared the Mayor's concern regarding the schools. She said the School
Impact Fee Committee is going to meet sometime in November. She said Pat Kernan, a School
Board Trustee, was in the audience. She would not approve the project without a condition that
the schools would be built as soon as possible. She said the School District is trying to
accommodate the students. She did not want to have students going across town to school. She
felt the City should be watchful of approving additional projects when it was not sure when the
new elementary school would open.

Pat Kernan, 1885 Tanglewood Way, said this project has done everything possible. The
school overcrowding is nothing more than a red herring around election time. Everyone has to
work together to make the City a better place to live. From the School Board's perspective, it
can accommodate the growth.

Ms. Dennis wanted people to understand that until the schools are built they might not
have access to their neighborhood school.

Mr. Kernan said he cannot make realtors tell perspective buyers what the situation is.
Ms. Michelotti said there are disclosures.

Mr. Kernan said the School District is only allowed to build schools under state
regulations. The process has been explained over and over. There are fee agreements trying
to mitigate the situation and to make the best out of a bad situation. The School Board is doing
the best it can. The schools will be built fast as possible.

Ms. Ayala did not want San Francisco using the school site as leverage.

Mr. Kernan said the issue at hand is the Merritt project.

Ms. Ayala felt the issue was the San Francisco property. If she could not be assured that
a school would be built in a certain amount of time, she could not approve this project.

Mr. Kernan said Mr. McCurtain has done a report that there is sufficient capacity for this
project.

Ms. Michelotti felt the improvements to Lydiksen would help with the situation and asked
if the improvements could be moved up.

Mayor Tarver said Lydiksen's current capacity is 545 students and its current enrollment
is 820 students. Its permanent status at buildout is 700 students.

Mr. Kernan was not prepared with numbers. He said the School Board will provide for
the students. He said the School District is able to handle the capacity from this project as

Pleasanton City Council 18 11/03/98
Minutes
