He asked how much San Francisco had <br />planned. <br /> <br /> Mr. Swift said it currently has 580,000 square feet with the potential to go to 750,000 <br />square feet, pending the final environmental impact report. <br /> <br /> Mayor Tarver said the numbers do not project the worst case scenario. <br /> <br /> Mr. Swift said that is correct. <br /> <br /> Mayor Tarver asked when the State of the City report would be done and what it would <br />say about the school situation. <br /> <br /> Mr. Swift said the report has not been drafted. But based on the 1996 report the number <br />of students in the elementary school exceed the optimal capacity that was established at the time <br />that the school agreement xvith the City was developed. The same is true for the middle schools. <br />The high schools are below the optimal capacity. <br /> <br /> Mayor Tarver said Zone 7 has a concern as to whether it can provide water to the <br />development, but he believed the City could. He had a memo from Buster McCurtain stating <br />that the schools had capacity to support enrollment that would be generated from this project. <br />He asked how many building permits were under construction but were not occupied and what <br />the student generation rate is out one of house. He had an estimate of 450 students generated <br />from projects under construction. He wondered where they were all going to go to school. <br /> <br /> Ms. Ayala asked if the school impact fee report showed the numbers. <br /> <br /> Mr. Swift said the number of units under construction as of September 17, 1998 was 674. <br /> Mayor Tarvet understood the student generation was .73 students per household. <br /> <br /> Mr. Swift said it varied depending upon the type of unit and density. He said .73 is the <br />combined number for. elementary, middle school and high school. <br /> <br /> Mayor Tarver said there were enough students in middle school currently to fill three <br />schools and currently there are only two built and one not even under construction. The <br />capacity of the elementary schools would fill ten schools and there are only eight available. <br /> <br /> Ms. Michelotti said the Lydiksen improvements start in early 1999 and should be finished <br />by the fall 2000. The first occupancy of approximately ten units for the project would be in <br />1999, around 40 units in the year 2000 and the remainder would be 2001.
