in the Adobe Plaza. He read from the minutes of the Planning Commission. He recognizes that
mistakes had been made but believes now that the issues have been mitigated.

Ms. Ayala asked if he had looked at other locations when relocating his business.

Mr. Oliveira said no. He knows the owners of the center, who told him about the
location.

Ms. Ayala asked why he left the previous location.

Mr. Oliveira said the location on Ray Street is a better location, more centrally located,
a larger facility and better rent.

Ms. Ayala commended the students for their discipline.

There being no further speakers, the public hearing was closed.

Ms. Ayala felt Ray Street was not the best location. The facility would be better in a
larger shopping center where the safety of the children would not be an issue. On the other
hand, she serves on the Youth Master Plan which encourages this type of activity for the
children. She hoped there was some way to work this out, at least until the lease is up. She
suggested implementing a transportation management program.

Ms. Michelotti said the parents seem to be very involved in this school and program and
enjoy watching their children perform. She encouraged the transportation management program
if the opportunity were available. She remembered giving six month extensions to another
applicant over and over again. She felt Mr. Oliveira had made a good faith effort in addressing
the concerns. She would be willing to approve the use permit to see if the problems remain
resolved. She wanted the parents to understand how important it is to try and work out the
concerns of the neighbors.

Ms. Dennis was concerned about the long term viability of this business in this location.
She understood the reasoning for staying in this location, but felt Mr. Oliveira's business might
do better in a location with fewer restrictions. It is difficult to have a business where the
location is not 100% compatible and there are constant checks. She does not want to shut the
business down. She approved of allowing the business to operate for six months and in the
meantime try to find a better location, as the housing across the street, which was approved by
the neighborhood, will add to the congestion on Ray Street. This will make it more difficult for
this project to be compatible with the neighborhood. She spoke with Mrs. Adams before the
meeting and she would be willing to give some time to try and relocate the business.

Ms. Michelotti asked if Ms. Dennis was looking for the business to relocate.

Pleasanton City Council 12 10/20/98
Minutes
