Glen Higgins, 159 Ray Street, speaking for himself and Sue and Jim Axton of 225 Ray <br />Street, said there are long standing problems with West Coast Fong and the efforts made to <br />correct the issues. He wanted to address the increase of traffic and noise on Ray Street. He <br />works from his home and has ample opportunity to observe the traffic. The traffic is steady all <br />day long and then at four p.m. the traffic increases significantly. The increase in traffic creates <br />potential hazards to children trying to enter and exit from the cars. He believed this type of <br />facility belonged in a large shopping center or industrial area that could accommodate the traffic. <br />He said Ray Street already has a problem and will continue to have a problem as the <br />neighborhood grows. He said it will not be long before someone is seriously hurt in a traffic <br />accident. He understood the financial hardship to Mr. Oliveira if he had to move his business <br />but hopefully his clients would follow him and his business would become even more successful <br />as time goes on. He respectfully requested that the Council agree with the Planning <br />Commission's decision and deny the appeal. <br /> <br /> Pastor Jim Williams, 558 Brookfield Drive, Livermore, said in his profession he rarely <br />comes across someone with the integrity, character, honesty and the desire to see others achieve <br />that he has found in Mr. Oliveira. The signs have been removed, hydraulic doors stops have <br />been installed to help mitigate the noise and he has never had a problem with the parking. He <br />felt more traffic has been generated because of the homes being built next to the shopping <br />center. He asked for Council to grant the permit for at least six months. <br /> <br /> Raleigh Estrada, 609 Del Sol Avenue, said Mr. Oliveira's teachings has have a positive <br />influence on his six year old son, especially self discipline and respect, and it would be a great <br />loss if his son could not attend the classes any longer. He asked Council to approve the <br />conditional use permit. <br /> <br /> Ms. Michelotti asked if he brought his son to the classes and stayed or just dropped him <br />off. <br /> <br /> Mr. Estrada said his wife mostly brings the boy. <br /> <br /> Ms. Michelotti was trying to determine how the conditions are getting in and out of the <br />parking lot. <br /> <br /> Mr. Estrada said every time he has gone to the school he has never had a problem <br />finding a parking spot in close pwximity to the door of the facility. He, as well as most of the <br />other parents, stay while their children are participating in the classes. <br /> <br /> Mr. Oliveira went through some of the concerns that the neighbors had. The neon signs <br />have been removed and the noise has been mitigated by keeping the doors closed.
