7. MATTERS INITIATED BY COUNCIL <br /> <br /> Ms. Ayala asked staff for an update regarding the Coffee Roast Express on Main Street <br />so when citizens approach her with questions she can explain what is happening in the process. <br /> <br /> Ms. Acosta said staff is in the process of preparing an update and sending it to Council <br />in a memorandum. If Council would like it placed on the agenda for the next meeting, Council <br />needs to let staff know. <br /> <br /> Ms. Michelotti felt a memorandum would suffice. <br /> <br /> Ms. Ayala wanted to be able to answer the questions addressed to her. She said the <br />construction seems to be moving along slowly. <br /> <br /> Mayor Tarver said the memo might include how many other projects the Council has <br />approved that have not been built. He said it was important to him to make the comparison. <br /> <br /> Ms. Michelotti felt the memos should be separated. She said Ms. Ayala is asking for <br />an update on a specific concern. <br /> <br /> Mayor Tarver said okay. <br /> <br /> Ms. Michelotti thanked the Street Department for its quick response in fixing a pot hole. <br /> <br /> Mayor Tarver announced that at the League of California Cities conference <br />Councilmember Dennis, Deborah Acosta, and he were successful in getting the necessary <br />signatures collected for an initiative resolution to get the General Resolutions Committee to <br />oppose Proposition 1A. During discussions on the floor, two-thirds of the members voted in <br />support of the initiative to oppose Proposition 1A. He said this initiative will be discussed at <br />the joint meeting on October 22. He did not expect Council or the School Board's position to <br />be any different. Proposition 1A is filled with difficulties related to development of schools to <br />accommodate growth. The argument in the legislation that introduced Proposition 1A is that the <br />school mitigation impact fee for the State of California should be $1.93 per square foot and that <br />developers can only be charged 50 percent of what it costs to build new schools. He mentioned <br />several provisions that he hoped to discuss at the October 22 meeting. He said many cities have <br />come up with their own way to accommodate funding for schools and Proposition 1A would not <br />allow for any of these to happen. <br /> <br /> Ms. Ayala thanked Councilmember Dennis and Mayor Tarver for their hard work.
