Mayor Tarver asked for public testimony. Cindy Guyon, Shea Homes, 25 Metro Drive,//300, San Jose, stated that the proposed plan is in compliance with the General Plan. In addition, this project would be an invisible project and is adjacent to the East Bay Regional Park property and proposes additional trails and staging area. She said the public is going to be very involved from the beginning with the project. Therefore, because the project is in compliance with the General Plan and the objectives set out in that document, she would like to move forward. She appreciated the Mayor's comments and would report them back to the management team at Shea Homes. She requested Council to approve the contract. Ms. Ayala asked if she were working with East Bay Regional Park District. Ms. Guyon said yes, but she has not heard back from the Park District as to the criteria. Ms. Ayala asked if the density of the project was in the mid-point of the General Plan. Ms. Guyon said there is about 60 acres that is in the designated low density which would allow for 60 units. She said these issues will be looked at during the environmental review process and discussed at the public hearings. Ms. Ayala asked how many units are proposed. Ms. Guyon said approximately 72 units. Ms. Dennis asked about the time line. Ms. Guyon said Shea Homes hoped to get started on the process quickly. Ms. Ayala understood the Mayor did not want an environmental impact report done. Mayor Tarver said the City does not have a choice. He felt it was important to tell the developer that he was not supportive of the project. It was moved by Ms. Michelotti, seconded by Ms. Dennis, to approve the Consultant Contract with Impact Sciences of San Francisco for preparation of the EIR for PUD-97-19, Lester Property.
