Mayor Tarver said the people who voted against the position were fearful that the cities and the League would look like they were against school development. It was explained that some school districts work very cooperatively with the cities. Ms. Michelotti said the City has always been on the cutting edge as far as its school impact fee agreement. Mayor Tarver asked staff for comment on taping closed session meetings. Mr. Roush said the Gram Jury has asked for comment from the cities. Staff will be bringing to the Council a report and recommendation, probably at the November 3 meeting. Ms. Dennis recalled a certain city had been sued because it was discussing items during closed sessions that were not agendized. She understood most of the cities are not in favor of taping the closed sessions. She would like to look at the reason why the Grand Jury was asking cities to impose this and the security of the conversations. Ms. Michelotti said the City of Pleasanton always has staff members present during closed sessions. Mayor Tarver said the Grand Jury gave good reasons for taping closed sessions and the tapes would only be seen by a judge. Ms. Dennis said the City could voluntarily tape the closed sessions. Ms. Michelotti said the reasoning is to protect the cities. Ms. Ayala said staff keeps the Council in line during the closed session meetings. 8. CITY COUNCIL CALENDAR 9.
