Mayor Tarver said the people who voted against the position were fearful that the cities <br /> and the League would look like they were against school development. It was explained that <br /> some school districts work very cooperatively with the cities. <br /> <br /> Ms. Michelotti said the City has always been on the cutting edge as far as its school <br /> impact fee agreement. <br /> <br /> Mayor Tarver asked staff for comment on taping closed session meetings. <br /> <br /> Mr. Roush said the Gram Jury has asked for comment from the cities. Staff will be <br />bringing to the Council a report and recommendation, probably at the November 3 meeting. <br /> <br /> Ms. Dennis recalled a certain city had been sued because it was discussing items during <br />closed sessions that were not agendized. She understood most of the cities are not in favor of <br />taping the closed sessions. She would like to look at the reason why the Grand Jury was asking <br />cities to impose this and the security of the conversations. <br /> <br /> Ms. Michelotti said the City of Pleasanton always has staff members present during <br />closed sessions. <br /> <br /> Mayor Tarver said the Grand Jury gave good reasons for taping closed sessions and the <br />tapes would only be seen by a judge. <br /> <br /> Ms. Dennis said the City could voluntarily tape the closed sessions. <br /> <br /> Ms. Michelotti said the reasoning is to protect the cities. <br /> <br /> Ms. Ayala said staff keeps the Council in line during the closed session meetings. <br /> <br />8. CITY COUNCIL CALENDAR <br /> <br />9. CLOSED SESSION <br /> <br /> There was no closed session was held. <br /> <br />10.
