Ms. Michelotti said there are other sources possible for funding. The TVTC fee might
be just enough to get a project started. The idea is to have a fee that is the same in all
jurisdictions. She said at least the jurisdictions are doing something; $70 million may not seem
like a lot, but it is a start and Council will continue to work and try and get more funding from
other sources.

Mayor Tarver said there is information available through the Traffic Congestion
Management Authority and the City of Pleasanton's baseline traffic report that is on the
September 15 agenda.

Ms. Dennis encouraged his interest and involvement.

Ms. Michelotti said she would take the school issue to the School Liaison Conunittee.

Robert Cordtz, 262 West Angela, said it was Trains, Noise, and Traffic (TNT) one year
anniversary and nothing has been done in the last year. He expected there would have been a
traffic study done on the recent car show and the Scottish Games and one when the commuter
train starts on September 19. TNT does not believe or trust the reports it is receiving from the
Traffic Department stating that the traffic is not a problem. The recent car show was a disaster.
People were in the residential area until 1:30 a.m. This is not acceptable. TNT feels that the
City Council does not care because it does not direct staff to do some traffic studies. He would
like some of these issues agendized.

Mayor Tarver said the review of the commuter train and priority of items will be
discussed under Item 6d, Highest Priorities, on tonight's agenda. He thought most of Mr.
Cordtz's concerns were on the highest priority list.

Ms. Dennis said the priorities have dates and schedules. She asked staff if there were
any traffic studies planned in regards to the events downtown.

Mr. Lum said a study of West Angela has been started regarding whether it should be
closed or not and he is following up on the concerns brought up about the recent car show.

Debra Barker, 5018 Blackbird Way, opposed the reverse osmosis project. She said
mothers were once told that baby formula was better for babies than mothers milk. The formula
was tested for things that the scientists knew about. But what about the things they didn't know
about. The same with reverse osmosis. The scientists will test for things they know will harm
people, but what about the things they don't know about. She said the Tri-Valley is blessed with
a huge storage of water and there is no need to supplement the water supply. She does not want
the City of Pleasanton to be a guinea pig and hoped the Council would listen to the public and
stop the RO water proposal.

Pleasanton City Council 6 09/01/98
Minutes
