Ms. Combs said Measure W will be on the November ballot which covers operations and <br />maintenance. It imposes an assessment of $9.50 per residential parcel. <br /> <br /> Ms. Dennis said it is critical for people to support the parks and thanked Jocelyn Combs <br />for an outstanding job. <br /> <br />Other Speakers <br /> <br /> Bert Felix, 2860 Garden Creek Circle, said the Pleasanton Unified School District has <br />changed the elementary schools' start time on Wednesdays to 9:15 a.m. in order to have in- <br />house service days before school. He said the School District used to hold one day (all day) in- <br />service days spread throughout the calendar year. Now the District has decided to take one day <br />and spread it over four days in two hours segments. He suggested that the School District hold <br />the in-service days after school. He felt the School District was being insensitive to the needs <br />of the parents. <br /> <br /> Ms. Ayala said he needed to take this issue to the School Board. <br /> <br /> Mr. Felix said he read in the paper about the new tax that was passed on the homes and <br />businesses for transportation. He understood this would add up to approximately $50 million <br />over a number of years and that the total proposed cost of infrastructure is $534 million. He <br />asked why adopt into something that only has a ten percent return. <br /> <br /> Ms. Michelotti said the City is trying to get funds regionally and a regional transportation <br />fee will be imposed in all jurisdictions. She said the City would have liked more money but <br />something is better than nothing. She said funds must be obtained from all different sources. <br /> <br /> Ms. Ayala said the City is trying to get matching funds from different entities. She said <br />the Federal Government has been collecting gasoline taxes and putting it into a trust fund. The <br />trust fund has been locked up and not been made available for transportation. She understood <br />that the trust fund has now been released but only monies being collected from here on will be <br />spent on transportation. The monies collected before (billions of dollars) is gone. She <br />encouraged Mr. Felix to take his complaint to the Federal Government. <br /> <br /> Mayor Tarver agreed with Mr. Felix. He mentioned there is a transportation meeting <br />on September 15 to talk about the City of Pleasanton's issues. He said the agreement between <br />seven agencies is the best that can be done right now. <br /> <br /> Mr. Felix asked what would happen if only a portion of the projects are funded. <br /> <br />Pleasanton City Council 5 09/01/98 <br />Minutes <br /> <br /> <br />
