Ms. Acosta said no. She said the construction will not occur until after the project has <br />been approved and annexation occurs. The City is working with the property owners to go to <br />LAFCO before the end of the year. <br /> <br /> Mayor Tarver said the schedule shows the annexation complete for the elementary school <br />site on the Bernal Avenue property by 8/99. Is this being separated from the rest of the <br />annexation for the San Francisco/Bernal property? <br /> <br /> Ms. Acosta said the School District is working through the issues with San Francisco <br />because the School District wants to acquire the site as soon as possible. The School District <br />needs to get access to the site and then get the State to agree on construction for the site. The <br />State will not approve anything until the School District owns the site. <br /> <br /> Mayor Tarver asked if the public hearing process for the San Francisco's Bernal Avenue <br />property would include the Park and Recreation Commission, Planning Commission and the City <br />Council'? <br /> <br /> Ms. Acosta said the current schedule is to have public review of all the documents <br />between now and December. This will be determined in the next few weeks. <br /> <br /> Mayor Tarver said he does not want to have public hearings of this magnitude over the <br />holidays. <br /> <br /> Ms. Acosta understood. She said if the public hearings are not held by Thanksgiving <br />they will be held after the holidays. <br /> <br /> Ms. Michelotti asked if joint workshops would be held with the Planning Conunission, <br />etc. <br /> <br /> Ms. Acosta said there is one scheduled on September 22. This meeting may not happen. <br /> <br /> Mayor Tarver said it was important to stay on track for the Vineyard Avenue Corridor <br />Specific Plan because of the funding issues. <br /> <br /> Ms. Acosta said the project will be in front of Council for approval by 'January 1999. <br /> <br /> Mayor Tarver noticed the Local Transportation Improvement Fee and the Facility Needs <br />Fees Study (AB1600) were separate. <br /> <br /> Ms. Acosta said the two projects were listed separately, but were tracking together.
