will please everyone. She agreed with Mr. Scharton that it would be a misuse of the Arroyo <br />to create a parking lot next to it. She liked the design of the building as a stand alone. She <br />suggested working with the property owner of the Cheese Factory building to have a joint <br />parking lot. <br /> <br /> Ms. Dennis understood the Cheese Factory property owner did not want to get involved <br />at the present time. <br /> <br /> Mayor Tarver said the access and traffic circulation in this area has been overlooked. <br />He did not see how this project would work with the existing traffic. He reiterated that the <br />Downtown Specific Plan update, a downtown square, and a downtown parking lot are on the <br />high priority list and he would like it moved to the highest priorities list. He felt everything <br />needed to be figured out how it is all going to work and he wanted to get everyone involved. <br />He was not prepared to give any more direction until the above items are completed. <br /> <br /> Ms. Michelotti said she visited the site, met with the homeowners, and met with the <br />developer. She is not in favor of siting the rear of the building to the residents. The idea of <br />having residential on top would negate the element of not having traffic over the weekend. She <br />had a concern with addressing the residential rezoning. The General Plan states the property <br />is commercial and if the property were residential, it probably would be medium density. She <br />thought that if a sliver of the property is designated residential and the rest commercial, with the <br />building further away, might work and if the building is not massive. She thought the building <br />was over sized and asked for it to be sized down. She also would like to look into the <br />applicant's getting an easement from the Cheese Factory owner to use its exit. <br /> <br /> Mr. Pico said he has been involved in the area since 1986 and it came as a surprise to <br />him that this area had changed from residential to commercial. He felt the neighbors had valid <br />concerns. He understood about this project providing a transition from residential to <br />commercial, but he felt the project was an intrusion. (He indicated on a map the already <br />existing transition zone.) He said this building intrudes into a residential area and it is not <br />appropriate. He reiterated that the intersection at Ray Street and Main Street is already at level <br />of service F. He thought there were better uses for the property. He felt the building is' <br />oversized. He would like the Downtown Specific Plan update completed before any more <br />applications are approved. There are many issues to review. <br /> <br /> Ms. Ayala asked about the other uses. <br /> <br /> Mr. Pico read off the list created by staff. This application is the wrong application for <br />this property at this point in time. He wants to see what the residents can live with. The issues <br />are very significant with this property.
