general plan designation. There has always been a fine line between the commercial properties <br />along Main Street and the residential lots on Walnut Drive. When the Specific Plan was <br />adopted, it identified this property as commercial/office. <br /> <br /> Mr. Pico asked why the staff report identified the property as R1-6500 residential if the <br />property is already zoned for commercial. <br /> <br /> Mr. Swift said the General Plan is commercial, the Specific Plan is commercial/office. <br />The zoning R1-6500 residential has been on the property since 1958 and is a zoning designation <br />that is non-conforming to the General Plan. <br /> <br /> Mr. Pico said he did not remember this piece of property during the General Plan <br />review. <br /> <br /> Mr. Swift said this property was probably not discussed in 1996. The focus instead was <br />on the fine line between residential and commercial. <br /> <br /> Mr. Pico asked if in 1996 the neighbors had been notified that the designation was being <br />changed. <br /> <br /> Mr. Swift believed the specific residents were not notified. He said staff matched the <br />General Plan line to the Downtown Specific Plan specific line. <br /> <br /> Mr. Pico asked when other areas of the General Plan were changed had the residents <br />been notified. <br /> <br /> Mr. Swift said if the General Plan was changing, the affected area was noticed as well <br />as a general notice throughout the City. <br /> <br /> Ms. Michelotti asked if this area had at one time been designated a parking area. <br /> <br /> Mr. Swift said in the Downtown Specific Plan there is a conceptual parking layout plan <br />but it does not specifically identify any particular lot. <br /> <br /> Ms. Michelotti said the General Plan was commercial for this property. <br /> <br /> Mr. Swift said the General Plan has been the same since 1964. Somewhere between <br />Walnut Drive and Main Street is a line that changes the land use designation from residential <br />to commercial. <br /> <br /> Ms. Michelotti said there was an inconsistency between the zoning and the General Plan. <br /> <br />Pleasanton City Council 10 09/01/98 <br />Minutes <br /> <br /> <br />
