Mayor Tarver asked why not just make an agreement pertaining to the 1-580/I-680 and <br />then come back when more projects have been agreed upon. <br /> <br /> Ms. Dennis asked if he was afraid of losing money. <br /> <br /> Mayor Tarver said yes. <br /> <br /> Ms. Michelotti said the intent is to do the 1-580/1-680 first and to go forth with this as <br />the strategic program and start collecting fees. Some of the projects may fall off the list as they <br />get completed and then the list could be amended. <br /> <br /> Mayor Tarver said his biggest concern was funding Highway 84. He felt the money <br />being collected was insufficient and the TVTC members not directly affected by this project <br />would not agree to fund it. He felt not everyone would be able to reach an agreement. <br /> <br /> Ms. Michelotti said there was unanimous support at the TVTC meetings to move forward <br />and start collecting fees on September 1. She said every month this is delayed sets the <br />jurisdictions behind. <br /> <br /> Ms. Dennis asked if there was downside to signing the agreement. <br /> <br /> Mr. Lum said the Mayor's proposal is that each agency could reserve the funds and <br />make a commitment later. The TVTC is trying to build a level of commitment between the <br />agencies, asking to collect the fees now, with a one time option to get out. The fees collected <br />would go towards the 1-580/1-680 flyover. The fees collected would not be lost. <br /> <br /> Mayor Tarver said all the jurisdiction have committed to collecting the fees and putting <br />the money toward the eleven projects with the 1-580/1-680 flyover as the first project, and are <br />committed to work for the next six months on an expenditure plan. He did not understand why <br />the agreement had to be signed until the expenditure plan was completed. <br /> <br /> Ms. Michelotti said the expenditure plan is the 1-580/I-680 project. <br /> <br /> Mr. Roush said Contra Costa's concern is that all the funds being collected in the next <br />year to two years are going toward the 1-580/I-680 flyover. The flyover is not Contra Costa's <br />first priority and the mount of funds that it has to contribute toward that project is fairly small. <br />Its concern is that after that project is funded all the jurisdictions will drop out and then Contra <br />Costa would have paid an unreasonable amount to fund that project without getting anything in <br />return. ConIra Costa is looking for a pledge that the other jurisdictions will not pull out. <br /> <br /> Ms. Dennis understood Contra Costa's concern. She said there was nothing wrong with <br />what the Mayor was suggesting other than no one would agree to it.
