appropriate agreement, but at the same time if he doesn't, the City loses everything. He would <br />like to see a clause written that the jurisdictions opt in, not opt out. He wanted the jurisdictions <br />to agree on continuing based on the expenditure plan. He did not like having to take action <br />within thirty days or the City is locked in. He wanted the option of saying the City wanted to <br />be in it and take a positive action. He did not want to be bound by something he did not <br />understand. He felt there would be a political battle trying to decide on the next project. He <br />wanted to proceed with the 1-580/I-680 interchange that everyone had decided upon and then all <br />join in when the expenditure program is prioritized. He wanted to know if Pleasanton had the <br />ability to collect more. <br /> <br /> Ms. Ayala felt more money could be collected with a local fee. <br /> <br /> Mayor Tarver said the local fee goes toward local projects and not towards regional <br />projects. <br /> <br /> Ms. Ayala said it has taken seven years to get to this point. She felt it was better to <br />collect the fee while it could be collected. <br /> <br /> Ms. Dennis asked staff to explain the downside if an agreement could not be reached <br />within six months. <br /> <br /> Ms. Michelotti said the thirty days is written into the agreement, giving the City of <br />Livermore the option to review the draft expenditure plan and if the Livermore Council did not <br />agree with the plan, it had the option of getting out. One of the unique things about this Tri- <br />Valley Transportation Council and plan is that it is seven jurisdictions trying to pull together to <br />solve regional transportation problems across county lines. Eleven projects were chosen and it <br />was understood all the jurisdictions would participate. The thirty day option is trying to <br />accommodate Livermore's issue. <br /> <br /> Ms. Dennis asked when the thirty days would occur. <br /> <br /> Ms. Michelotti said when a draft strategic plan is unanimously adopted, then the <br />jurisdictions have the option of reviewing it and deciding whether to accept it. It they do not <br />accept it, they have the option of getting out. She said Livermore has approximately $15 <br />million, as part of the strategic plan, that will be coming to them directly from the collection of <br />fees. <br /> <br /> Mayor Tarver wanted to know if Council was going to adopt the resolution pledging to <br />collect the fees after the initial project was funded. He said Livermore has requested to see the <br />expenditure program with the option to get out if it does not agree.
