concerned that the TVTC accepted much lower fees than necessary. He felt a much higher fee <br />could be justified. The fee should be placed upon the driver or trips generated. If trips <br />generated are used to determine the fee, then the office fee should be five times the residential <br />fee or $3.75 per square foot and not $1.00. He said a more accurate result could be determined <br />by transportation modeling. He also felt there were other projects that should be included with <br />the eleven projects; for example, traffic mitigation measures for northbound 1-680 to eastbound <br />1-580. This further underscores the need to charge new development its fair share of the <br />infrastructure improvements. He said keeping the fees low today to stimulate growth in the Tri- <br />Valley area will have detrimental impacts in the future. Other jurisdictions, such as Tracy and <br />Castro Valley, should be encouraged to contribute their fair share. A way to accomplish this <br />would be to lead by example. If Pleasanton establishes adequate fees, there would be <br />justification requiring the other jurisdictions to participate. In conclusion, the office and retail <br />fees are too low; include other mitigation measures in the eleven projects; and unite and <br />encourage other jurisdictions to join in by leading by example. <br /> <br /> Ms. Ayala asked if he has attended the TVTC meetings. <br /> <br /> Mr. Kumaran said not in person but he has been following the meetings through the <br />minutes. <br /> <br /> Ms. Ayala said this is a very complicated issue and encouraged him to go to the <br />meetings. <br /> <br /> Ms. Michelotti said Pleasanton is considering a local transportation fee. <br /> <br /> Ms. Dennis asked if it were possible to set a regional fee in addition to the fees in the <br />JPA? <br /> <br /> Ms. Acosta said Council has the option of looking at this when the local transportation <br />fee comes before it in August. <br /> <br /> Ms. Michelotti said the fees were determined based on numerous studies and calculations. <br /> <br /> There being no further speakers, the public hearing was closed. <br /> <br /> Mayor Tarver agreed with Mr. Kumaran. He disputed the process that the agreement <br />went through. He felt a political process happened and a deal was struck where the Tri-Valley <br />as a region did not want to become economically disadvantaged by setting the fees too high on <br />development. A political debate went on. It was decided to cut the fee to commercial <br />development so it would be encouraged to build in the Valley. Economics say it is not good to <br />have growth pay its way. So for $400 million worth of improvements, only $70 million is <br />collected from growth. But it is growth that causes the improvements to be made. He felt the <br />community is looking for growth to pay its way.
